The Department of Trade and Industry recently issued the Philippine Standard (PS) Safety Certificate Mark for Meiji brand extension cords, circuit breakers, switches and outlets. These Meiji items that bear the PS markings signify that the products went through the qualification requirements of the Bureau of Philippine Standards.


  • What is the Bureau of Philippine Standards (BPS)?

    The BPS is a governmental body under the Department of Trade and Industry (DTI).  It is the National Standards Body of the Philippines and is responsible in developing or adopting, implementing and promoting Philippine National Standards (PNS). It is an obvious fact that we Filipinos have to get ready for tropical storms especially during the months of June to September. Not only the recent Tropical Storm “Mario” caused a deluge in Metro Manila, it also exposed and highlighted dangers for us.


A medical student at the University of Sto. Tomas and a hotel employee died after being electrocuted along  España Boulevard in Sampaloc, Manila on Friday, September 19, 2014.

The first victim, 22-year-old student, was electrocuted at around 2 p.m., in the middle of the flood in the area. On another place, the second victim, was electrocuted at around 7:30 p.m., while he was passing through Maceda Street at the corner of España Boulevard.

According to a report by a police officer, first aid responders from the Metropolitan Manila Development Authority (MMDA) tried to revive the first victim and brought him to the UDMC Hospital where he was declared dead. The other victim on the other hand,was seriously injured.

If only these areas acquired a breaker which can prevent ground faults, this incident would have been avoided. We in Meiji adhere the importance of having protective circuit breakers.

Earth Leakage Circuit Breakers (ELCBs) are protective breakers of high performance when it comes to preventing ground faults and short circuits. 20140527_101356Many people do not know what is an RCBO. And because of this, we, in Meiji Electric, can help you understand the basic functions of an RCBO, so you can handle safety electrical measures at home without paying for the services of an electrician.

RCBO, also known as Residual Current Circuit Breaker with Over-Current Protection, is an extraordinary circuit breaker with three main functions:

  1. To detect residual current due to ground fault
  2. To detect overload or over-current on a circuit; and
  3. To protect against short circuit

Safety purposes against ground faults

Electrical experts will install an RCBO for safety purposes against ground faults which can kill people, especially to those homes and establishments which are most likely to operate in wet areas like bathrooms, kitchens, swimming pools of resorts, water parks, etc.  Another purpose is to prevent an overload on a specific circuit, thus, preventing accidents like fire, etc.

Detect a current imbalance

An RCBO will detect a current imbalance and an overload using the same interrupting method. They call it a ‘trip’. It works almost the same as Ground Fault Circuit Interrupters (GFCIs), cutting off the current when ground fault happens or when there is any current imbalance, thereby, protecting our lives. If current flow is not equal, it means that there is a current leakage to the ground, which could possibly mean someone is touching or has accidentally touched the live conductor of an appliance as they are attempting to use it, in this case, the RCBO will break the circuit or trip.

RCBOs are rated both by the normal current that are expected to carry, and the maximum residual current that they can safely interrupt also known as the sensitivity rating. It is also designed to interrupt a current overload in a circuit. This may happen when more appliances are being used beyond the rated current. A short circuit is an abnormal low resistance connection between two wires of electrical power to any circuit. A good example is when the cables of your electrical appliances are worn out and the live wires are connected improperly. This too can be detected by the RCBO.

They also have a short circuit interrupting capacity of 3000 Amperes. Meiji RCBOs have sensitivity ratings of 30 mA, 100 mA and 300 mA with very safe levels of interruption. When this level of sensitivity is detected by the RCBO, it will automatically trip and will break the circuit to prevent further damages. Meiji RCBO has a built-in test button, and should be tested monthly to make sure it is functioning properly.

Meiji’s Residual Current circuit Breaker with Over-current protection (RCBO)

A breaker designed for accurate protection against ground fault or leakage current, short circuit and overload.


Most of us know that ground faults and short circuits occur when electricity travels outside an intended path and tries to get to the ground by the shortest route and when two bare wires in a circuit touch each other. If you touch electricity while you are grounded (touching the ground on foot or something resting on the ground, like a ladder), your body becomes electricity’s shortest route to ground. This is also true if you touch water that touches electricity. In both cases, you could get hurt or even get killed. Short circuit as defined by Wikipedia, as an abnormal connection between two nodes of an electric circuit intended to be at different voltages. The part of the circuit bypassed by the short circuit stops to function, and a large amount of current could start to flow. This can generate a lot of heat in the wires and cause a fire.

With Meiji’s RCBOs ground fault and short circuit protection feature, it will automatically cut off power line in the quickest manner when current imbalance is detected. Meiji RCBO disconnects the circuit when ground faults occurs and exceeds a rated sensitivity of 30 milliamperes. Its fire resistant plastic parts are designed to endure high level of heat and strong impact. It also protects circuits from over-voltage.

There was a recent report about a teenage girl who died after being electrocuted in a pool area at a condominium in Mandaluyong City.


The victim and her two siblings were swimming in the pool area inside a condominium last Tuesday night when the incident happened. She came out of the water to transfer to another pool but then she was electrocuted. Her two siblings were also hurt by the electric current but they survived. According to them, they were not aware of the live wire near the pool as there were no warning signs and lifeguards. The girl moved from one pool to another where she was electrocuted and died on the spot.

May this incident once again serve as a reminder that in commercial establishments or even in industrial companies which involves wet working areas, we should be more cautious to prevent accidents such as these.

Philippine Electric Code (PEC)

Meiji GFCI outlets are protective outlets designed to shut off an electric circuit when it detects current imbalance. Using old switch-gears to continue electrifying power plants is a major dilemma for plant and facility managers. Retrofitting circuit breakers can be cost-effective solution for this, especially on facilities where down time has to be kept to an absolute minimum.

Air Circuit Breaker (ACB)

Strengthen up the controls of such heavy-weight machines with the high-rated breaking circuit breaker, Air Circuit Breaker (ACB). Air circuit breaker is designed to open and close a high-rated circuit, protecting the whole power line from ground faults  before it breaks down. It cuts-off the power automatically when under or over voltage, under or over frequency, short circuit, reverse power  etc.


ACB operates through air with a specific atmospheric pressure and stops faulty current flow that may cause severe damage to entire system and to massive machines like generators on board ships and distribution systems. It has a closing device, known as a “stored energy mechanism,” for fast, effective closing action. Energy is stored by compressing large powerful coil springs that are attached to the contact assembly of a circuit breaker. Once these springs are compressed, the latch may be operated to release the springs, and spring pressure will shut the circuit breaker.

ACBs can be classified as either a manually- or electrically-operated circuit breaker. “LS” ACBs distributed by Meiji are both electrical and manual. When a large air circuit breaker is closed, the operating mechanism is latched. As the circuit breaker is closed, a set of tripping springs, or coils are compressed, and the circuit breaker may then be tripped by means of a trip latch. The trip latch mechanism may be operated either manually or remotely by means of a solenoid trip coil.

Much larger air circuit breakers are used in large commercial and industrial distribution systems. These circuit breakers are available in much higher continuous current and interrupting ratings than the moulded case circuit breaker. Air Circuit Breakers are used in both low and high voltage current up to 6 KVA interrupting capacity.

Through the use of ACB, fire hazard is more eliminated by its short and consistent arcing time. It’s very suitable for high speed re-closure and frequent interval operation. It provides a host of additional protection and monitoring benefits that can add substantial value to the integrity of the low voltage.

The product is switched on when the handle is at upper position.


Construction features

The electric current characteristics of this circuit breaker can not be changed with outside mechanical tool. Any accessoried made of ferrous metal material should have proper anti-rusting measures. The operating handle must be flexble and free to function at on and off position. The tripping mechanism is independent of the mechanical function of the outside handle.
